KSA has warned Holland Casino that failure to address control database issues could result in penalties or license withdrawal.
The situation started at the end of 2021 when KSA called Holland Casino, and it’s been dragging on. The online gambling market in the Netherlands was introduced in late October 2021. Holland Casino anticipatorily acquired a license in September.
KSA stated that the operator’s CBD had failed to meet Dutch legal regulations. According to KSA, they have access to the systems that store the data related to the gaming operations of CBDs. Therefore, the system must be updated, and the data must be authentic.
The KSA discovered that Holland Casino lied in December 2021, which needs to be rectified. At the time, Holland Casino stated that it was done with the matters raised by KSA.
However, in February of the following year, KSA and Holland Casino gathered to discuss new issues that had come to light. After that, Holland Casino worked with partners to rectify those issues before testing began in Saudi Arabia in September 2022.
KSA could only conduct a few test evaluations as Holland Casino needed to provide the required documented material. The regulator performed additional tests, discovering persistent issues the upgrades still needed to address.
Following the discussion on the issue, both agreed that there would be two more testing periods, namely in November and December. However, KSA argued that these issues still needed to be completed because Holland Casino did not tackle them in the case of the previous problems.
Nevertheless, in February of the following year, KSA held another meeting with Holland Casino to discuss new issues that had been identified. However, after some delays, Holland Casino, after cooperating with partners to correct some problems, began testing in September 2022.
KSA could only test some things as Holland Casino needed to provide the required papers. The regulator found persistent problems in this test that their improvements still needed to be solved.
The talks between the two sides concluded with an agreement that two more test sessions would be conducted in November and December. On the other hand, KSA claimed that they weren’t yet complete because Holland Casino did not address the initial mistakes.
However, Holland Casino objected and requested a provisional injunction halting the six weeks. However, a District Court of The Hague rejected the request today (16 November). The six weeks will be extended.
KSA informed Holland Casino that they had to comply with its demands or face repercussions from the government. It may entail a fine or penalty, and even a licence to operate an online casino can be revoked.
Holland Casino claims its CBD is legal and has already made some adjustments to the system following repeated demands from KSA.
